Aims to improve both the provision for those who are homeless (primarily by extending local authorities' duty to provide housing to a larger group of homeless people) and the quality and coherence of preventative work (through the introduction of a statutory duty on local authorities to conduct homelessness reviews and compile homelessness strategies). At around the same time, the Homelessness Directorate was formed, bringing together the Rough Sleepers Unit, the Bed-and-Breakfast Unit. In 2002/03, it had a budget of £100 million, with a budget of £260 million for the next three years. |
