Works with children, primarily aged 5 to 13, who are showing early signs of being at risk of social exclusion.

Focused on developing services that support multi-agency working, bringing together preventative services that recognise the value of partnership working between the voluntary, community and statutory sectors as well as the beneficiaries of such services.  Particular objectives and activities are locally determined.

A budget of £450 million for the first three years and £410 million for 2005 to 2008

Now operates in every local authority area in England, with 149 partnerships at local level.  Each partnership is overseen by one of nine regional teams.

Children's Fund partnerships are required to produce a strategic plan for 2005 to 2008.
