The low-income threshold used in the graph is a household income below 50% of the contemporary, national, median household income before deducting housing costs.  All household incomes are after taxes have been deducted and after adjustment ('equivalisation') for household size and composition.

This level of income is referred to as 'the deep poverty line' as that is the term used for it by the EU.

Note that the latest data is for 2001 and that there is no data available for Czech Republic, Denmark, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia, Slovakia or Sweden, nor for EU 25.
